Brown the beef
Pat the beef dry and season. Heat the oil in a heavy casserole over medium-high heat and brown the beef in batches. Set aside.

Reduce the heat. Cook the onion for 5 minutes, then add garlic and tomato paste. Stir until the paste darkens slightly.
Return the beef, add stock and herbs, then bring to a gentle simmer. Cover and cook at 160°C for 2½ to 3 hours until the beef yields easily to a fork.
Steam the cauliflower until very tender. Drain well, then blend with butter and cream. Season and keep warm.
Lift out the beef and herbs. Simmer the sauce uncovered until glossy, return the beef and coat it well. Serve over the cauliflower mash.
